Not necessarily. It depends on what you're trying to do when you kill the civilians.
In any case, it's a further argument for staying out of Afghanistan.

I'd say when you're just doing it out of frustration that you're having problems ending the war you started 20 years ago, it may be an issue.

Someone threw themselves on their sword over it so I'm gonna go with "yes" to answer the question but perhaps an asterisk or two next to it is in order.
It was certainly within the realm of reason to expect the US to retaliate for the attack that killed our troops on the way out but our track record with bombing civilians at weddings, funerals, and picnics is tantamount to terrorism, and should be prosecuted as such. Intent makes no more difference with the USA than it does with AQ.
