I've been thinking about police training/enforcement.
And yes, it is a daydream, so we're not going to talk about corrupt influences or corporate profits right now. Let me dream a bit!
What if police training was designed more like a college degree? I'm talking in terms of time to enter the force, not an actual degree.
If you were accepted, you'd have 4 years of training in different fields related to police work. So everything from physical fitness to gang violence and in-between.
When you left, you'd have a diverse set of training that would include how to interact with different aspects of the public, crime prevention techniques, physical fitness training, training on any weapons you or others with you would be carrying, medication skills, and restraint skills.
From there, one could move on to specialize in more specific areas of law enforcement in their communities.
I envision having a department where everyone knows the basics of law enforcement and how to interact with the community, but where certain officers specialize in different parts of the community - much like Defund the Police envisioned, if you're neighbor has loud parties every Tuesday, you can work with a community relations officer to fix the issue without having to call 911. But if the neighbor is running a meth lab, the police would send out someone who is trained to handle a drug dealer or potentially unstable criminal.
The cost of the program would be paid from federal and state funds, and participants would be guaranteed a decent salary upon graduation. And just like other professionals, they'd get a license that would need to be updated and renewed every 3-4 years. Renewal would require continuing ed along with weapons training.
I'd say that if something like this was put in place, it would take a while to see if it worked, so any community agreeing to try the program and take the cash would have to commit to at least 10 years - long enough for the first graduates to be on the streets for several years, and for the second crop to exit training.
My pipe dream for today.
