The problem has always been the way institutions was done. The idea was that people without severe illnesses could live in their communities with enhanced support.
Things like group homes, and follow-up with therapists or doctors if you didn't need the constant supervision of a group home. Only the most severe cases would actually be in some sort of institution. None of that was ever put in place of course and now things are even more strapped. Good luck getting someone inpatient for more than a week of crisis management, especially with no insurance. And once you're out, there is ZERO follow up to ensure that you're following the treatment plan laid out for you. I honestly can't see where someone who has a severe mental illness has a chance in hell of getting the help they need.
And there's no way this will ever be fixed until we get the current housing market to a reasonable level and actually have mental health services that can be provided.
In other words, same shit different day.
