Is that goobspeak for "Let's keep that folding money coming in so the jerbs stay funded"? What the hell is controllable income? How do I get some?

Remember they have to prefund future retirees' health care now. No other employer has to do that. It's Congress' effort to murder a Constitutionally required agency.
