They have been running a debt based economy there since probably 1970, if not before, and it seems to be catching up. This is probably a good a primer as any, though it doesn't cover even half of the geopoliticing and corruption involved. They are probably 100 billion in debt they can never pay, mostly to investors lured by US assured loans, and to the PR government selling bonds and loaning money to people that had no way to repay, and they knew it. They are in arrears to the water and energy utilities, and everyone else. #100 billion debt for a population of 3 million is pretty serious. They want Uncle to bail them out, and this is an election year. If we were to bailout a territory, wouldn't that open up the gates for dysfunctional states? Could get interesting.
PR is a pretty place, with a lot of problems. Half want to become a state, half don't, and they fight about it. When I retired in 2004, I was offered a job installing and maintaining vary speed pumps and drives in the western part, which has most of the freshwater, to deliver water to San Juan and parts in the east. The contractor would install 1000 hp pumps and controls one week, and the activists would blow them up the next week, then he'd start over. I had to say no thank you. Country divided, debt problems, corruption, and unresponsive government. Sound familiar?
