State law prohibits cities from taxing net income and state Supreme Court decisions have limited the ability to impose a progressive income tax.
So there's that.
They are already paying higher taxes unless they're living in lower income housing, driving more affordable vehicles, and not spending any money where they live.

Since you brought it up, one of the great features of the Fair Tax is that it doesn't target people at all. It taxes things for sale. YOU decide how much tax you want to pay by deciding whether to buy a taxed item or service. Don't want to pay the tax, don't buy the thing or the service. The only targets of the Fair Tax end up being the rich, because they buy without a lot of regard to price, and they buy a lot of stuff.
