While this is a good idea in theory, I think it will always come back to some form of this
But to be clear on the history: George H.W. Bush did not obtain a declaration of war against Iraq in Kuwait in 1991. He asked and received political, not legal, support. The congressional resolution says nothing about a declaration of war against Iraq, but kicks the decision to the president.
Congress is too wussy to actually declare war, but they are more than happy to pass the buck. Does anyone honestly believe that they wouldn't find some weasel words in this proposed law to allow a president to bomb someone without it being an 'impeachable' offense?

They already did that, because the Executive branch sometimes needs to respond rapidly, and the Congress don't do fast response.

These activities have been planned since the fall of the ussr, and possibly before (1987?) by Mr Bolton and his PNAC. Plenty of time to at least get a working paper out. When they pass a spending bill, they do not spin their wheels. Yeah, I think the fix is in when you listen to Mr. Bolton address the ICC. The ICC is very useful when it indicts our enemies, not so much when they want to look at USRael activities. So sad.
