Subject: Tax Cuts & Job Act shenanigans
The Tax Cuts and Jobs Act of 2017 was passed in December of last year. This has been known for a lot longer than that, and yet no effort was made to resolve the tax policy issue with respect to the Virginia tax code. This will result in a $4.5 billion tax increase over the next five years for working Virginians without any legislators having to go on record to vote for it or you, Gov. Northam, having to sign it. Supposedly you are already planning to spend the windfall on expanding the Earned Income Tax Credit for low-income residents, continuing to clean up Chesapeake Bay, and expanding broadband to rural areas and I suspect trying to fund his medicare expansion. These should be include them in your regular budget recommendations, but they should all be included—and funded—in the regular biennial state budget cycle. This inactivity essentially is an increased tax burden on the people of Virginia without discussion. People paying taxes here understandably want any extra money the state collects from the tax code conflict to be returned to them. The General Assembly should immediately pass a bipartisan bill conforming Virginia’s tax code to the federal tax code, and you should sign it without delay. Anything less than that is shameful.
