They (do I need to say who?) amended the legislation at the last minute to say that any business with subsidiaries that employed less than 500 people could apply. That's how most of them got onto the list.
I don't have a problem with franchises applying (lots of 7-11s and McDs are owned outside of the corporation), but it should have specified that the franchise had to be independently owned and operated, and the actual franchise owner needed to apply. I know that a few Mariotts and other hotels fell into that category, but those hotel owners applied on their own without the corporate entity getting involved.
And of course Trump thinks his properties should be included - I don't THINK so!

It should also have required this payroll protection to actually protect some payrolls.

The treasury department told Ruth's Chris to pay back that $20 mil.
Only took two weeks and a million pissed off comments for the treasury department to do the right thing. Wonder how many small businesses decided that they had to pull the plug and cut their losses during that time frame. And I wonder how many more weeks will pass until RC does the right thing?

Oh wait, I was confused (shocker, right).
In their infinite wisdom, the provision that Congress put in the CARES act actually does give you an extra $600 on top of your regular unemployment benefits. So you can indeed make more than your old paycheck if you get laid off or furloughed. Even better, the extra $600 is considered unearned income, so I don't believe it's taxable.
For once, the Republicans were right - this does indeed give people the incentive not to want to return back to work. Unfortunately, the PPP requires that employers HAVE to bring everyone back on the payroll - they can't say that the receptionist (who is making bank with the extra $600), doesn't need to come back until a physical re-opening, while the office manager (who doesn't need that extra $600) does. So, once again small business owners get screwed, along with the little people who work for them.
I truly thought that extra $600 was to bring you up to your pay level --so if you made $15/hr working 25/hrs a week, the CARES act would guarantee that you kept that level of pay and didn't drop below it. Friend just got furloughed and she will make more on unemployment as well. She said she's very torn - a huge part of her thinks the money should be spread out so everyone can get something, but on the other hand, she's barely making it as is, and it would be nice to be able to afford some much-needed repairs on her house and pay down some of her medical debt.
