I read it to mean that if you have a handicapped tag or placard and an EV, you can use that spot.

In the last two times I've been out I've seen 2 giant pickup trucks parked at a 45 with the entire ass end of the truck sitting in the hash marks. It's exhausting and this parking for electric cars right up front are gonna piss me off royal. It's not like they're going to page the person in the fucking leaf either way.

Giant seems to be one of the worst offenders in terms of people parking badly. And it all depends on who the manager is on duty as to whether or not something is done about it.
But as with all stores, the 'something' is usually paging the offender to move their car. An employee is never sent out to make sure that the offender doesn't insult or threaten the person who needs the spot. My friend has often felt threatened by people for asking them to move. Because she's not at eye level and in a scooter, people feel free to get into her face about it. The milder ones roll their eyes and take their sweet ole time about getting into the car and moving it. Because clearly she's inconveniencing them.
I'm really at the point where if you can get in and out of a Ford F150 without any assistance and don't require hand controls to drive, then you don't get a placard. Along with allowing people to self-report illegal parking in store lots to the DMV. Clear shot of vehicle, plate and parking job. Note down the the exact location, date and time (Parked in end of row 10 by home and garden entrance of the central park walmart in Fredericksburg at 12:15pm on Saturday 8/26/2023).
DMV can keep track of complaints and send a letter for each one. Since it's not being reported by a LEO, I'd be very generous and give three warnings. Then I'd lock that vehicle's registration along with the owner's license, and force the owner to take a written and practical exam on both the rules of the road along with proving they can park a vehicle properly before allowing them to register or regain driving privileges.
Yeah, there will be loud howling and lamentations. But I bet it also will get people to start taking this shit seriously too. It 100% shouldn't be on the handicapped person to enforce this, but if it looks like that's how it's going to be, then let's get a process in place to allow it.
And I'm sure John will agree that the worst offenders are people who are themselves handicapped.

I was paged in the Ferry Farm Walmart once. I had taken my Dalmatian to the vet and dropped in to pick up my mother’s prescriptions. Someone noticed my girl acting goofy (begging for attention) in the back of my SUV and reported it. It wasn’t hot outside, BTW. And it had only been about 5 minutes. 🤣

I think there are problem with that space if for no better reason than I drive a van with a wheelchair ramp that just happens to be powered by gas. The sign appears to say nope, not unless it's electric. At the same time according to that sign and spot could be allowing only for electric powered accessible vans that either do or do not need recharging. Yet with all this ambiguity I still have no idea wtf and ima tell you if she needs to go to Giant were gonna find out some things.
