Yup - Jimmy Gilmore.
Cut the car tax then the next year everyone got a shock when property taxes had to rise to make up for the missing revenue to the counties.
And while paying the car tax always sucks, at least it was fair IMO. If you had a shiny new toy you paid more than someone who was driving around in a beater because they couldn't afford anything else. When I realized that, it made the tax a little less painful, especially as my bill started going down as my car got older. And when we needed to move up to a larger vehicle (minivan), we made sure to get a used one with a few years on it to save on insurance and car tax.

You pay sales tax on your vehicles when you buy them. So people with expensive new cars are already paying tax out the ass when they purchase. The PPTX is total robbery by taxing you yearly. It needs to go, along with the BPOL.

I say that the purchase tax is lowered. So when I buy my shiny new toy, I pay the taxes due for year 1 there and then. When the tax bill comes due the next time around, it's set as though I have a 2 year old car.
But what I really want to see is a different formula for property taxes.
You own and occupy a dwelling for xx number of years, you get some sort of tax break. When I lived in NJ they had this - it was the homestead rebate. Wasn't a huge amount of money - I think my mom got a $1k deduction for it on her state tax bill. But it went a long way for someone who had 3 minor kids at home and bills to pay. They also had something for renters as well - don't remember what it was, but again you needed to be renting in the same jurisdiction (not the same property) for xx years.
Like all nice things, it got eliminated.
But there has to be a way to make taxes easier and fairer for folks on all levels - federal, state and local.
